CBRN Capacity and Capability Enhancement - Lebanon

Lebanese Red Cross

The Lebanese Red Cross started to provide its first aid services in 1964. There were only 12 first aid volunteers at the time. In 1975, the number of volunteers increased to 150 first aiders due to the need created by the Lebanese civil war. In 1982, with the escalation of hostilities with Israel, this number increased to reach 1,000 first aiders at 27 centres. Today, there are almost 2,700 volunteers (male and female) spread over 46 first aid centres and four dispatch rooms across the country, in addition to 280 ambulances.


LRC provide emergency services on the Lebanese territories around the clock, all year long. the injured are divided into groups and treated according to the priority of their injuries. Field work is coordinated through operating rooms, which maintain communication with deployed teams and hospitals while also coordinating with the Lebanese army, Internal Security Forces, the Civil Defence, Fire Department, and other stakeholders.


625 Contract Delivery


The 625 were contracted to undertake a program of work in the wake of a marked change in the risk profile of the region. The program was undertaken in consultation with LRC and delivered in association with MDT Global Solutions and included:


Phase 1 – Capability and capacity audit

Phase 2 – Scheme of work development

Phase 3 – Definition of applicable international best practice

Phase 4 – Delivery of academic and theoretical education

Phase 5 – Delivery Foresight® – Leadership, Management and Command Program

Phase 6 – Testing and validation exercises (pandemic)


Foresight®is a multi-hazard approach to command of emergency events with methodology, reporting, recording and decision-making processes replicated across the operational, tactical and strategic layers of the response organisation. This approach works particularly well where events have the potential to become complex.


This program of work was undertaken in both in Arabic and English using the Foresight® system in real time to develop solutions collaboratively with LRC, MDT and The 625.
